BAKU, Azerbaijan, August 5. Kazakhstan plans to
introduce an electronic entry permit system for foreign citizens
and stateless persons as part of efforts to modernize and
digitalize migration control procedures.
A relevant draft government resolution has been published for
public discussion on the Open Legal Acts portal.
According to the portal, the document proposes amendments and
additions to the rules governing the entry, stay and departure of
immigrants in Kazakhstan, approved by a government resolution dated
January 21, 2012. The draft was developed by Kazakhstan’s Ministry
of Internal Affairs in line with the President’s instructions on
modernizing migration control and implementing provisions of the
country’s migration legislation.
The proposed amendments provide for the issuance of electronic
entry permits to foreign citizens and stateless persons. "The
issuance of electronic permits for entry into the Republic of
Kazakhstan to foreign citizens and stateless persons" is listed as
one of the key provisions of the draft regulation.
According to the document, the changes are expected to improve
the transparency, efficiency and completeness of migration flow
records. The initiative also aims to align migration procedures
with updated legislation regulating the operation of a digital
platform.
The draft notes that the introduction of differentiated fees for
processing electronic permits will allow the accumulation of
service revenues to ensure "uninterrupted technical maintenance,
modernization of digital infrastructure and protection of personal
data."
The electronic permit system is planned to be introduced
gradually from August to December 2026, with the transition period
designed to ensure the adaptation of border and logistics
infrastructure to the new procedures. Based on the portal, the
public discussion of the draft government resolution will continue
until August 17, 2026.
