BAKU, Azerbaijan, August 12. The work to expand
the use of alternative and renewable energy sources, upgrade the
road, transport, and education infrastructure, as well as
improvement work, will be continued in the Nakhchivan Autonomous
Republic of Azerbaijan from 2026 through 2027.


President of the Republic of Azerbaijan Ilham Aliyev signed the
relevant decree.


The document was published on the official website of the President of
Azerbaijan.


The decree noted that the Nakhchivan Autonomous Republic, with
its ancient history, rich culture, statehood traditions, and high
potential, holds a special place in the economic, political, and
cultural life of Azerbaijan and plays an important role in the
country’s development.


“Nakhchivan Autonomous Republic is successfully implementing
state programs and infrastructure projects and is actively
contributing to strengthening the country’s economic capacity and
intellectual potential.


In recent years, a number of important state programs and action
plans have been approved to ensure the sustainable socioeconomic
development of the Nakhchivan Autonomous Republic, further improve
infrastructure and the quality of social services, and enhance
employment and public welfare. These include decrees of the
President of Azerbaijan "On approving the State program on the
socioeconomic development of the Nakhchivan Autonomous Republic for
2023-2027", "On measures related to the construction of a new
thermal power plant in Nakhchivan, "On the establishment of the
Nakhchivan Industrial Park", "On additional measures to regulate
public transport in Nakhchivan city", "On approval of the action
plan on efficient use of water resources in the Nakhchivan
Autonomous Republic for 2026-2030", "On additional measures to
improve the population’s access to drinking water", and "On
additional measures related to the reconstruction and restoration
of Nakhchivan’s distribution electricity grid".


At the same time, under the "State program on the development of
agricultural, fisheries and aquaculture production and processing
in Azerbaijan for 2026-2030", approved by Presidential Decree No.
1044 dated May 25, 2026, important strategic targets have been set
for modernizing the agricultural sector in the Nakhchivan
Autonomous Republic, transitioning from extensive to intensive
production, ensuring food security, and establishing and supporting
agricultural production cooperatives and their unions on a pilot
basis with state support.


As a result of the successful implementation of state programs
and infrastructure projects, the Nakhchivan Autonomous Republic
continues its dynamic development. Within this framework, the
Nakhchivan Regional DOST Center has been built, while an additional
68 apartments have been allocated to families of martyrs and
persons with war-related disabilities.


A monument to prominent architect Ajami Nakhchivani has been
erected in Nakhchivan city, while restoration and conservation work
is currently underway at the Momine Khatun Mausoleum.


Important measures are being implemented to ensure the
Nakhchivan Autonomous Republic’s energy security. These include the
completion of the Regional Digital Management and SCADA Center in
Nakhchivan city, the 110/35/10 kV Nakhchivan, 154/110/10 kV Babek,
132/110/10 kV Julfa and 110/35/10 kV Cheshmabasar substations.
Preparatory work is underway for the construction of the
400/330/110 kV Nakhchivan Converter Substation.


As part of Azerbaijan’s environmental protection efforts,
construction continues in the autonomous republic, which has been
declared a green energy zone, on the Shams 1 and Ufug solar power
plants, with a combined capacity of 50 MW, as well as the 36 MW
Ordubad and 15.6 MW Tivi hydropower plants.


Work is also continuing to expand transport links with the
Nakhchivan Autonomous Republic, including construction on a
7-kilometer section of the 194.2-kilometer single-track Nakhchivan
railway line.


Preparatory measures are currently being taken to launch the
construction of the Nakhchivan Industrial Park, a 518-apartment
social housing complex and a new hotel complex in Nakhchivan city,”
the decree said.


According to the decree, a total of 258 million manat ($151.8
million) is to be allocated from the state budget of Azerbaijan and
the budget of the Nakhchivan Autonomous Republic to accelerate the
region’s socioeconomic development, including:


66 million manat ($38.8 million) to Azerenergy OJSC to continue
construction and installation work at the 15.6 MW Tivi Hydropower
Plant on the Gilanchay River in Tivi village, Ordubad district;


70 million manat ($41.2 million) to the Cabinet of Ministers of
the Nakhchivan Autonomous Republic for the major repair of two
inter-village roads, five city roads and 10 rural roads with a
total length of 420 kilometers, connecting 26 settlements with a
combined population of 156,300 (the list of roads is attached);


25 million manat ($14.7 million) to the Ministry of Science and
Education of Azerbaijan for the construction of a 1,000-bed
dormitory complex for students at Nakhchivan State University;


15 million manat ($8.8 million) to the relevant city and
district executive authorities for the major renovation of 92
residential buildings containing a total of 2,164 apartments in
Nakhchivan, Sharur, Julfa, Ordubad and Shahbuz, as well as the
facades of 70 residential buildings containing 3,087 apartments in
Nakhchivan, Julfa and Sharur;


20 million manat ($11.8 million) to the Cabinet of Ministers of
the Nakhchivan Autonomous Republic for the construction of five new
preschool education facilities with a total capacity of 640 places,
including 100-place facilities in Bulgan village of Nakhchivan
city, Dasta village of Ordubad district, Sharur city and
Garabaghlar village of Kangarli district, and a 240-place facility
in Abragunus village of Julfa district;


53 million manat ($31.2 million) to the Ministry of Digital
Development and Transport of Azerbaijan at the initial stage to
renew the intercity public transport fleet;


9 million manat ($5.3 million) to the relevant city and district
executive authorities for the major repair of 45 heating boiler
houses serving 5,335 apartments in 122 residential buildings in
Nakhchivan, Sharur, Julfa and Ordubad.


The Cabinet of Ministers of Azerbaijan, the Ministries of
Finance and Economy, and the Cabinet of Ministers of the Nakhchivan
Autonomous Republic are tasked with resolving the matters arising
from the decree.
