BAKU, Azerbaijan, August 14. Electronic
procurement saved Azerbaijan’s state budget 294.3 million manats
($173.1 million) in the first half of 2026.
Mirza Mirzayev, deputy chairman of the State Agency for
Antimonopoly and Consumer Market Control under the President of the
Republic of Azerbaijan, made the remarks at a training session
titled “Public Procurement: Process, Participants and Control
Mechanisms,” Trend's
correspondent at the training reports.
He said the savings accounted for 14.7% of the estimated value
of procurement.
Mirzayev said positive momentum was being observed in the
digital transformation of public procurement.
“In 2025, the total volume of public procurement increased
1.6-fold compared with 2020. Last year, the number of electronic
procurement procedures increased 4.3-fold and their value rose
5.3-fold compared with 2020. The share of savings generated for the
state budget through electronic procurement in the estimated value
stood at 17.9%. This result once again confirms that electronic
procurement procedures generate real economic benefits for the
state budget,” he said.
Mirzayev emphasized that the positive trend has continued this
year. Nearly 3,500 electronic procurement procedures were conducted
in the first half of 2026, with a total value of 1.7 billion manats
($1 billion). The average number of participants in tenders opened
during the period was 3.5.
Mirzayev called on all potential suppliers to participate more
actively in procurement processes.
“An increase in the number of participants strengthens healthy
competition, expands entrepreneurs’ access to government contracts
and contributes to making the positive momentum in public
procurement more sustainable,” he said.
