BAKU, Azerbaijan, October 20. Kazakhstan and
the International Civil Aviation Organization (ICAO) discussed
strengthening aviation security and expanding cooperation in civil
aviation, according to Kazakhstan’s Ministry of Transport.

The issues were discussed at a meeting between Kazakh Transport
Minister Nurlan Sauranbaev and ICAO Secretary General Juan Carlos
Salazar during ICAO Security Week 2026, which is being held in
Astana from October 20 to 22.

During the meeting, Sauranbayev briefed Salazar on measures to
develop Kazakhstan’s aviation sector. Under a three-year plan
through 2028, the country is working to expand its route network,
modernize airports, renew its aircraft fleet and train aviation
specialists.

In parallel, Kazakhstan is developing a master plan for civil
aviation through 2050 with expert support from ICAO.

Following the meeting, both sides confirmed their interest in
further strengthening their partnership and expanding cooperation
in priority areas of civil aviation, the ministry said.

Salazar arrived in Astana on an official visit, marking his
first visit to Central Asia. He is participating in ICAO Security
Week 2026, held with support from Kazakhstan’s Ministry of
Transport.

ICAO is a specialized agency of the United Nations that brings
together 193 member states and establishes international standards
and recommended practices for civil aviation.

Kazakhstan has been a member of ICAO since 1992. In 2024, it
became the first Central Asian country to open a permanent mission
to ICAO in Montreal.
